This has all happened before and it will all happen again. This is only one of many examples I’m sure. Speaking about the stimulus, Krauthammer writes:

If you thought the AIG hysteria was a display of populist cynicism directed at a relative triviality, consider this: There are more than 6.5 million trucks in the United States. The program Congress terminated allowed 97 Mexican trucks to roam among them. Ninety-seven! Shutting them out not only undermines NAFTA. It caused Mexico to retaliate with tariffs on 90 goods affecting $2.4 billion in U.S. trade coming out of 40 states.
This BS regarding trucks from Mexico has been brewing for years, but the cowardice of Dorgan to kill the pilot program in the stimulus is staggering. There really is no other word for it either. I’m sticking with cowardice. I’ll do this while no one is looking and the teamsters will be happy with me. Never mind that the economy is the number one issue for the vast majority of the country and you just damaged relations with a trading partner with whom we have signed many an agreement. I, Byron Dorgan, am bigger than the United States of American so to hell with an agreement we signed.
Sorry for the rant, lots of that out of me the last two days. Most of it is due to some things in the office (happily not involving co-workers).
